Release 15.2 was rolled out in stages between September 21 and October 2, 2026. Each section below covers one rollout date, so you can match a change to the day it reached your account. Changes the documentation describes but that weren't tied to a single date are listed under Also in Release 15.2.
Note: Items marked Opt-in are off by default. Nothing changes in your account until an administrator turns them on under BlueCollar > Preferences > Global Preferences. See New Settings to Review.
- Standalone credit memos (Opt-in). Credit memos entered directly against a project, not created from an invoice, can now reduce contract values and billings on the Contract, Billing, WIP Report and Revenue Recognition screens. See Correcting Invoices with Credit Memos.
- Spreadsheet-style budget entry. Add budget lines in a single keyboard-friendly entry row, and budget child projects directly from the parent's budget. See Creating Project Budgets.
- Closed-period controls (Opt-in). You can keep projected estimates and change order approvals out of closed accounting periods. Subcontractor bills dated in a closed or A/P-locked period now post to the next open period automatically.
- Parent/child projects on change requests. Change request billing lines can carry their own Project, validated against the project hierarchy.
- Cumulative Cash Flow chart. A new dashboard chart tracks cash in, cash out and net cash over time. See BlueCollar Projects Dashboard.
- WIP Report across every page. Excel export and the totals row now cover all pages of the report, not just the one on screen. See WIP Report.
Release 15.2 adds six options to the Global Preferences record. All of them are off or blank by default.

- Change Requests: Saving a change request no longer fails with a "Failed to fetch metadata" error, and the Contract and Budget tabs on a change request load normally again.
- Change Requests: The Item Type dropdown in Add New Cost Item lists item types again, so you can add new cost items to a change request.
- Budget: On projects with Unlock Budget turned on, and with Include Inventory Items in Committed Cost enabled, receiving a purchase order for an inventory item now adds it to the budget. The Budget tab and the WIP Report stay in step. See Project Budget Overview.
- Budget: Saving a Budget view as globally available no longer makes it everyone's default. Other users can select the view, and their own default view is kept.
- Billing: Rejected invoices no longer count toward the Previous Applications total on the Billing tab.
- Billing: Invoicing a non-contract sales order keeps the gross amount and gross quantity you entered instead of resetting them to 100%.
- Contracts: The Create Contract button on the project record works again. It no longer fails with "Service cannot be consumed".
- Change Orders: A change order line with a $0 amount can now have its quantity changed and be approved. Previously it was blocked with "Change requests cannot approve proposed changes of 0". See Contract Change Orders.
- Expenses: The Project you set on individual expense lines is no longer overwritten by the header Project field.
- Subcontracts: Approving a subcontractor bill keeps the Department and Class on the subcontract retainage journal.
- WIP Report: Corrected a calculation that could show a negative Open AR amount.
This update focuses on figures you reconcile against: committed costs, retention and invoice line amounts.
- Contracts: Retention % and Units stay editable on contract lines that already have an invoice or a billing change request, so you can fix a renegotiated retainage rate or a wrong unit of measure in place. See Contract Form Configuration.
- Subcontract Change Orders: Approving a subcontract change request that uses a Cost Code / Cost Type combination not yet on the budget no longer shows "Unexpected error". With Unlock Budget on, you're prompted to add the missing budget lines, and the approval continues. With it off, the approval stops and lists the missing combinations. See Subcontract Change Orders.
- Subcontract Billing: The tool now respects per-subsidiary A/P period locks. A bill dated in a closed or A/P-locked period posts to the next open, A/P-unlocked period, and its retainage journal moves with it. See Bills Dated in a Closed Period.
- Committed Costs: The Budget tab, the Committed Costs detail and related tools now all show the same committed cost figure.
- Committed Costs: A partially billed purchase order line that is later closed keeps its billed portion in the Committed Costs breakdown.
- Committed Costs: Closed partially billed lines, extra bill lines and rounding on fully billed lines now resolve to the correct committed cost.
- WIP Report: Committed Cost for a project is the same no matter which filters you apply.
- WIP Report: Committed and billed figures now land in the accounting period in which the billing actually happened.
- Project Analytics: (Over)/Under Billings now accounts for unbilled retention, so it matches the WIP Report for the same project.
- Billing: Line amounts saved on an invoice now match the amounts entered when billing.
- Billing: Editing or deleting a BlueCollar contract invoice line shows a clearer error message when the change isn't allowed.
- Subcontracts: Updating a subcontract retainage journal with no changes no longer fails with "amounts in a journal entry must balance".
¶ September 24, 2026 — Budget Entry and Closed-Period Controls
- Budget: Budget entry works like a spreadsheet. Click Edit Budget, right-click the project, division or cost code row you want to add within, type or search for a cost code, choose a cost type and press Enter. The division is worked out for you, and you no longer step through Division, Cost Code, Cost Type and Preview. See Creating Project Budgets.
- Budget: Child projects appear as nested rows inside the parent's budget, so you can add lines to a child project without leaving the parent. See Adding lines to a child project.
- Budget (Opt-in): With Restrict Projected Estimate Saves to Open Periods on, saving a projection dated in a closed or A/P-locked period opens a dialog. It offers to save in the next open period or lets you pick another date. See Saving Projections in a Closed Period.
- Change Orders (Opt-in): With Restrict Change Order Approval to Open Periods on, a change request dated in a closed period can't be approved until its date is moved to an open period. This applies to every approval path, including the Integration APIs. See Approval and Closed Accounting Periods.
- Global Preferences: The record no longer saves when the same GL account is selected for both Over Billings and Under Billings. Instead it shows "Over Billings Account and Under Billings Account cannot be the same".
- Budget: New cost types appear as indented rows under their cost code. They stay visible however narrow the columns are.
- Budget: The full cost code list can be browsed without typing, including codes beyond the first 200.
- Budget: Closing one new entry row cancels only that row. The rest of your editing session stays open.
- Budget: Projected Cost to Complete shows at most two decimal places while you edit.
- Budget: Changing a budget from Submitted back to Draft refreshes the grid immediately, so Original Estimate can be edited without reloading the page.
- Budget: The status dropdown behaves like a normal control. It no longer freezes the Budget screen.
- Budget: Cost codes containing "&" display correctly instead of showing
&.
- Budget: Account Period End Date now defaults correctly on accounts that use the DD/MM/YYYY date format.
- Contracts: Saving a contract (sales order) is faster again, back to its earlier speed.
- Billing: Saving an invoice is faster again.
- Transactions: Opening transaction forms tied to a BlueCollar Project takes less time. For very large transactions you can go further with the new Disable Client Side SourceProjectSegments to Improve Performance preference. See Global Preferences.
- General: Several BlueCollar screens received under-the-hood updates for a more consistent look and faster future improvements. How you work doesn't change.
¶ September 28, 2026 — Standalone Credit Memos

Credit Memos (Opt-in): A new Global Preference, Enable Standalone Credit Memo Contract and Billings, lets credit memos entered directly against a project count in BlueCollar. These are memos with an empty Created From that aren't created from an invoice. With it on:
- Current and Projected Contract, Billed to Date and Open AR are reduced by the memo on the WIP Report and in the Revenue Recognition tool. The Original Contract value never changes.
- The Billing tab and the Contract tab show each standalone credit memo as a read-only row below the contract lines.
- T&M material returns, negative change orders on fully billed contracts, negotiated price reductions and owner back-charges can be handled without a placeholder invoice.
Credit memos created from an invoice work exactly as before. Turning the option on also changes figures for past dates, so plan the switch at a period boundary. See Correcting Invoices with Credit Memos.
- Change Requests: Change request and subcontract change request billing lines can carry an optional line-level Project, so one change request can cover the parent project and its child projects. The Cost Code list on each line follows that line's project. Contact your BlueCollar representative to turn this on for your projects.
- Change Requests: Line-level projects are checked against the header project's parent/child hierarchy before they carry to the sales order or purchase order lines. Lines can't point at a project outside that hierarchy. See Project Hierarchy Rollup on WIP and Rev Rec.
- Projects: Parent/child project validation on transaction lines is now standard behavior for every account. It no longer depends on a separate connector setting. If some lines intentionally belong to a project outside the header project's hierarchy, use Bypass Header Project Copy to Lines in Global Preferences.
¶ October 2, 2026 — Dashboard, WIP Report and Workflow Improvements
- Dashboard: A Cumulative Cash Flow chart shows net cash over time, with cash in and cash out bands. See BlueCollar Projects Dashboard.
- Dashboard: Cash In, Cash (Out) and Net Cash rows were added to Project Metrics, below Actual GP%.
- WIP Report: New hours columns show labor hours alongside the dollar figures.
- Subcontracts: The BlueCollar Project record has a Subcontract Billing subtab that opens the Subcontract Billing Tool with the Subsidiary and Project already filled in. The subtab appears for roles with the
SUBCONTRACTS_BILLING_VIEW permission. See Opening the Tool.
- Subcontracts: The project's Subcontracts tab adds a Balance to Finish column, showing what's left to bill on each subcontract. See Reviewing Subcontracts on the Project.
- T&M Billing: Per diem rules accept an optional Hour Threshold, so a per diem only bills when an employee works at least that many hours on the project that day. Tiered rules, such as $75 for 8+ hours and $40 for 4+ hours, are supported. See Time and Materials Billing.
- Dashboard: Project Metrics are grouped into labeled sections. Cards can be resized individually to one-third, half or full width, and they sit side by side as half-width cards on wide screens. You're asked to confirm before cards are reordered.
- Dashboard: Apply Filter always refreshes the figures, even when no filter has changed, and you can choose future dates.
- WIP Report: Export to Excel includes every page of the report, not only the page on screen. See Export to Excel.
- WIP Report: The totals row covers all pages once they finish loading, and its label changes from Totals (This Page) to Totals (All Pages). See Pages and Totals.
- Change Request Billing: The cost code list includes cost codes that are pending on open change requests.
- T&M Billing: The name of the T&M Billing rule that produced a sales order line is carried into that line's description.
- Dashboard: Card action buttons stay inside the card header.
- WIP Report: The report loads reliably on accounts with very large data volumes.
- Scheduling: You can set a task's start date earlier than the project start date.
- Scheduling: Editing a task's predecessors or successors reschedules the dependent tasks and saves the change. See Gantt Scheduling.
- Contracts: Selecting a sales order in the SOV selection now associates that sales order with the project.
- Billing: On invoice lines, Gross Amount always equals Rate × Gross Quantity.
- Change Requests: Line amounts are no longer updated twice after a change request is approved.
- Subcontract Billing: Accounts using non-default date formats no longer get date errors in the Subcontract Billing Tool.
- Budget: The Keep for Historical Budget Report field has the correct default access level.
These changes shipped as part of Release 15.2 and are documented on the pages linked below.
- Delete budget lines in place. While a budget is in Draft, right-click a cost type line and choose Delete Budget Item. The option is unavailable when the line already has actual or committed costs. See Creating Project Budgets.
- Inventory on the budget. With Include Inventory Items in Committed Cost on, inventory purchase orders count toward committed cost. On projects with Unlock Budget on, the missing COGS budget lines are created automatically at $0. See Project Budget Overview.
- Approve in any order. Several change requests can be open on the same contract and approved in any order. Two simultaneous approvals of the same change request are blocked, so a change is never applied twice. See Change Order Management.
- Deleting an approved change request removes the sales order lines it added. A line that other approved change orders also changed keeps their contributions, and lines that are already invoiced stay on the contract.
- Five-decimal units. Unit columns on contract change orders keep up to five decimal places, so a quantity such as 0.125 tons is saved exactly. See Contract Change Orders.
- Select Vendor on subcontract change requests. A required Select Vendor dropdown lists only vendors with a BlueCollar subcontract purchase order on the project. Missing change request budget items are created automatically when you save. See Subcontract Change Orders.
- Clearer permission message. A user without permission to create change requests sees a plain missing-permission message instead of a NetSuite error.
¶ Contracts and Billing
- Negative projections. Unit-price contract lines accept negative or sub-$1 Projected Contract values for projecting a loss or a credit. See Contract Projections.
- AIA documents on multi-contract projects. G702/G703 documents printed from an invoice follow that invoice's own contract, including grouped invoices. See Contract Setup and Management.
- Redesigned billing grid. The grid is laid out as an AIA-style pay application with the same columns as customer billing. You can enter this application's amount or the cumulative total. Retentions % is editable per line, and partially billed credit lines can be billed out. See Reading the Billing Grid.
- Subcontracts tab. Rows open collapsed for a summary view. If loading fails, a Retry button lets you reload without leaving the tab.
- Bill returns as credit memos. Material received against a Return Authorization can be billed through a material rule with Transaction Type Return Authorization. It produces a credit memo linked back to the receipt. See Billing Returns as Credit Memos.
- Clearer bill confirmation. The confirmation dialog and the results list show sales orders by document number. If one batch fails, the batches that succeeded keep their results, and only the failed rows show an error.
- Sorting that sticks. Each grid tab (Labor, Inventory, Transaction and Per Diem) remembers its own column sort.
- Expense report line numbers. Expense report lines receive a Line # automatically when saved. Re-save expense reports created before this release so their lines bill correctly.
¶ WIP Report, Revenue Recognition and Analytics
- Account-wide filters. When the WIP Report opens, the Subsidiary, Project, Customer, Project Manager, Department, Class and Location filters list every value you have access to, not only those on the current page. See Filters.
- Contract values before the sales order date. If the selected Accounting Period End is earlier than the sales order date, that project's contract values show 0.
- Faster period lists. The Accounting Period dropdowns in the Revenue Recognition tool fill within seconds, even on very large accounts. See The Revenue Recognition Tool.
- Dashboard dates. Start and End dates on the dashboard follow your NetSuite date format.

Budget Item Update API. External estimating or project-controls systems can push original and projected estimates, hours and units onto existing budget items.

Project Activate / Inactivate API. External systems can submit project activation and inactivation requests.
